It is also a matter of law. In Wallonia, Flanders, France and Switzerland, heatwaves come with their own rules. And when the mercury runs wild, the driver does not always get the final say.

At 35 degrees, the van becomes an oven

A sport horse can handle a lot of things. A badly ridden triple combination. An endless prize-giving with elevator music.

But a truck standing still in full sun at 35°C is another discipline entirely. And nobody really wants to enter their horse for that one.

During a heatwave, transporting an equine can quickly turn into a very bad regulatory idea. Built-up heat, insufficient ventilation, travel stress, waiting around in car parks: the cocktail is well known, and it stings.

The European principle is crystal clear: no animal may be transported in conditions likely to cause avoidable suffering or injury. Behind the administrative wording lies a very concrete reality: a horse that overheats too quickly, drinks too little, sweats for too long, and can tip into heatstroke.

©Francesco Sgura

Wallonia: no official time-based ban, but an obligation to achieve a welfare result

This is probably the most nuanced situation in the Belgian landscape.

In recent days, several communications have mentioned transport restrictions linked to the different alert levels issued by the Royal Meteorological Institute. However, after consultation with the Professional Union of Veterinarians and the Walloon Animal Welfare Office, the LEWB clarified that these measures came from a draft text submitted for opinion but never officially published. They are therefore not currently applicable to sport and leisure horses.

That said, concluding that transport is free from any constraints would be a mistake.

The Walloon Animal Welfare Code requires every keeper to guarantee conditions compatible with the animal’s physiological needs. Temperature, ventilation, access to water, protection against extreme weather conditions: these obligations apply both in the stable and on the road. In practice, the text prohibits any situation likely to cause avoidable suffering or significant heat stress.

For transport carried out as part of an economic activity, European Regulation 1/2005 also remains applicable. It states in particular that ventilation systems must be able to maintain a temperature between 5°C and 30°C, with a tolerance of five degrees.

In other words, even in the absence of a specific time-based ban, transport carried out in conditions clearly unsuitable for the heat could be considered contrary to animal welfare principles.

The LEWB therefore recommends avoiding travel during the hottest hours, anticipating traffic jams, increasing access to water and unloading horses quickly once they arrive at the competition venue. The federation’s cancellation of several competitions this week also illustrates the caution currently prevailing in the sector.

As for penalties, the Walloon Animal Welfare Code provides for administrative fines that can theoretically reach €100,000, as well as other measures such as withdrawal of the keeping permit. It should be made clear, however, that these ceilings concern serious, extreme or repeated situations, not the ordinary rider delayed on the motorway. The message from the authorities remains clear nonetheless: when heat objectively puts the horse’s welfare at risk, the responsibility of the keeper or transporter may be engaged.

In short: transporting a horse in the middle of a heatwave is no longer just a question of common sense. It is also a question of responsibility.

Find the Walloon Animal Welfare Code here.

Flanders: same heat, same vigilance

For long-distance transport, Flanders applies a clear rule: it can only take place if the temperature inside the vehicle remains compatible with European requirements. If an outside temperature above 30°C is forecast along the route, the transport will not be approved, unless the vehicle is equipped with active cooling or the journey is adapted, for example by travelling at night.

For domestic transport, Flanders also relies on a heat protocol linked to the weather codes issued by the Royal Meteorological Institute. In code orange, no transport is planned between 2 p.m. and 7 p.m., and horse transporters must provide 10% extra space for equines. In code red, transport is forbidden between 12 p.m. and 8 p.m.

Since 2026, Flanders has also tightened its position on long-distance transport of live animals to distant destinations outside the European Union: the summer ban now extends across June, July and August. The political message is clear: moving animals across Europe under a blanket of heat is no longer a minor logistical detail. It is an animal welfare issue.

Flanders has a heat protocol for domestic animal transport, which also provides a useful framework for equines. The Flemish domestic transport timetable is set out by Vlaanderen.be in the context of domestic transport linked to slaughterhouses, not as a specific equestrian rule for competitions.

Between the cancellations in Wallonia, the French restrictions and the adjustments seen pretty much across Western Europe, Paardensport Vlaanderen followed suit and cancelled its competitions until at least Saturday. The international shows, however, are still going ahead.

France: the rule is written in black and white

In France, the regulation is easier to read than a 1.60m jump-off.

When a department is placed under orange or red heatwave alert by Météo-France, the road transport of vertebrate animals as part of an economic activity is forbidden between 1 p.m. and 6 p.m. Equines are included.

There are exceptions: transport of three equines or fewer, veterinary emergencies, vehicles fitted with an air-conditioning system or an adapted ventilation-misting device.

The RESPE also reminds horse owners of this ban between 1 p.m. and 6 p.m. in the event of an orange or red heatwave alert, except in veterinary emergencies, and recommends favouring journeys early in the morning or in the evening.

In plain English: the “after lunch, nice and easy” departure becomes a lot less easy when Météo-France colours the map orange.

Switzerland: common sense under supervision

In Switzerland, there is no uniform national ban equivalent to the French rule.

ut that does not mean a general green light. Owners and transporters must guarantee conditions compatible with the animal’s welfare. In periods of intense heat, that means avoiding the hottest hours, ensuring proper ventilation, watering the horses, limiting waiting times and favouring early-morning or night-time journeys.

Switzerland does not necessarily play the automatic-ban card. It plays the responsibility card. And when it comes to animal welfare, that is rarely a comfortable grey zone.

Shows also need to shift gear

These rules are already changing habits.

awn departures.
